Do i need to buy a putting mat for a Putter Set?

I'm thinking about buying a executive putter set for a friend for his office/home. Will i need to buy a putting mat to go with it? Or is it not needed? I don't know much about Golf, so I'm not sure what to get. I just want it to be a complete set. please help.
