I have a 49cc moped and its light are dim and when i take off it cuts out and dies.what is wrong?

i just got a 49cc rocketa bahama moped last week and the lights dim when sitting still but when i take off the engine putters and some time dies and i pulled the air filter hoes off the carb and theres gas init. what could it be?
