Can you bring putter cigarettes to the states?

I'm going on a trip to New York from Toronto. I'm wondering if it is legal to bring putter cigarettes? They are from a reserve but they have the new duty paid sticker on them. I don't want any trouble at the airport, and don't want to jeopardize my trip, but no one seems to be able to give me a clear answer. Not even customs, the airline nor airport. Help, please.
